The Rail Line Construction and the Threats it Poses to Cargo Clearing at the Apapa Ports.
Seaports play a crucial role in enhancing and promoting international trade. It is a known fact that without seaports international trade would be almost impossible. Globally, the main channel of exportation and importation is carried out the through the sea.
Apapa is home to two (2) of the largest seaports in Nigeria: Tin-Can Port and Lagos Port Complex and they receive a high influx of cargoes daily. These ports have been faced with a major problem of traffic congestion which not only affects the free flow of movement of cargoes but also affects the free movement of the residents in Apapa and its environs.
There is an ongoing rail line construction going on at Apapa which is aimed at enhancing multimodal transportation in Nigeria. Although this is commendable on the part of the Federal Government, there had been a hike in the traffic congestion on that route thereby causing a slowdown in the pickup and drop-off of cargoes via these ports. This has in turn created an outcry amongst the customs agents and procurement officers.
In a recent report, importers and clearing agents stated that they were unable to conclude their transactions while loaded trucks were unable to exit the port when the rail construction company mobilised to site, blocked the container terminal truck exit gate and began demolition of structures in the terminal. The blockage also made it impossible for empty trucks to enter the terminal to pick up containers for delivery to their owners.
